In the framework of the ENEMLOS project, the Polish Legal Clinics delegation visited the Law Faculty – University of Prishtina. Wroclaw University During the visit, the participants were received by the Dean of Law Faculty Prof. Asoc. Dr. Avni Puka, and several Professors/Legal Educators of legal clinics including the members staff of ENMLOS [Project] from the University of Prishtina. The dean welcomed the delegation and expressed his high considerations for delegation and the impacts of the study visit which University of Prishtina had in in Poland (19 -23 April 2022). The Dean also made clear to the delegation that besides the Erasmus + projects are interested to cooperate further with Polish Legal Clinics, on the areas which are related not only with the matters of legal clinics but also for other matter which can be target of interest of our academic institutions. Further the Coordinator of ENEMLOS Project Prof. Ass. Dr. Muhamet Vokrri informed the delegation in detail regarding the activities taken from the Law Faculty – University of Prishtina, till the functionalizing of legal clinics within Legal Clinic Centre of Law Faculty. In this respect were evaluated the re-conception of legal clinics, the new curriculum of Law Faculty (mostly reflected to the Legal clinics subjects), which is in process of re-accreditation and that was voted on the Council of Law Faculty on 10 May 2022. In this regard the delegation was informed regarding the impacts of study visits in Zagreb and Poland in the framework of ENEMLOS project, for which the design of legal clinics was based on these models. Having in consideration the challenges on the legislation in force in Kosovo regarding the Legal Aid, that currently Law Faculties are not allowed to give these services, we presented that Law Faculty after a several meetings, discussions, debates, and other arrangements achieved to sign the Memorandum of Cooperation (Agreement) with Free Legal Aid Agency on 17 October 2022 (No.Prot. 466-02), by which from this date the Law Faculty is allowed as a mobile unit of the (Agency) to give the legal services “pro bono” for vulnerable groups as it is described in the Law for Agency. Of course, this is only temporary measure, until the change, or supplement the current legislation regarding this matter. Also, part of discussions were the other Agreements signed with Kosovo Prosecutorial Council, Kosovo Judicial Council and the new one (agreement) which is on process of signing with Kosovo Bar Association, and some other projects engaged which are related to the matter of legal clinic, particularly with U. S. universities. More specifically was elaborated the matter of establishing the Legal Clinic Centre and the model of “Live Clinics” which start to be functional from this semester (October 2022). The plan agenda for the meeting with the Dean and Legal Educators was planned only for 30 min but has taken almost 90 minutes. This thanks to the clear evaluation given by the representatives of legal clinics of Poland universities on the questions/debates initiated by Professors/Legal Educators of Law Faculty. Further the delegation visited the premises of Law Faculty and part of place known as “the reading corner” which lately was reconstructed. The main important visit was the premises of Legal Clinic Centre and the meeting with the students recruited to offer pro bono services for citizens known as “Live Clinic”. The Head of Delegation dr. Filip Czernicki and other Professors (part of the delegations) had the opportunity to talk and discuss with the students regarding they tasks, arrangements, and the challenges that they will face. Since that they were recruited recently, the students, based on the MoU with Legal Aid (Agency) started to work closely with the responsible officers of the legal department within the Agency, they also informed regarding this short experience, as well as training that they start with European Union Kosovo Justice Sector Programme – EUKOJUST. In the meeting was discussed the opportunity of students of Law Faculty (UP) to visit the Polish Legal Clinics Foundation. A part of program was also the visit at the campus of University of Pristina and has given some information regarding the history (background) of the University.
