Aneta Spaić, PhD, was born on 27 September 1981 in Nikšić, where she completed elementary school. Diploma of international baccalaureate in high school has been given to her by United World College in Trieste, Italy. In 2004, she graduated from the Law Faculty in Podgorica, graduating with top honours (having an average grade of ten). While studying, she was awarded by the city of Podgorica, School of Law and University, several awards and the Charter of the University of Montenegro as best student of the University and Law School. After her Bachelor’s degree in law, she pursued her Masters in Law at Kyushu University (Fukuoka, Japan) as a scholar of the Japanese Government. In 2004 she was elected for a teaching assistant and worked as the administrative assistant in Centre for Human Rights. About the same time, she became a laureate of the Montenegrin Academy of Science and Art. In 2009, she obtained her PhD from the Law Faculty of University of Montenegro in Podgorica. In December of the same year, she was elected for arbitrator of the International Arbitration Court attached to Chamber of Commerce, and conferred the academic title of assistant professor at the University of Montenegro, Faculty of Law. In 2010 she was appointed for the national correspondent by Government of Montenegro in UNCITRAL. In 2011 she became a member of Centre for Young Scientists of Montenegrin Academy of Science and Art, and in 2014 a member of Global Young Academy. In May 2015 she was conferred the rank of associate professor at University of Montenegro, Faculty. In April 2018 she became the member of the Prosecutor Council of the country. In May of 2019 she assumed the position of the dean of the Law School University of Montenegro. 

She gave lectures/speeches on various business legal issues ranging from arbitration, privacy rights, and business financial reform from 2000 to 2014 in a variety of forums from Washington DC to Dallas, Texas to New York, and countries such as Austria, Belgrade, Croatia, Germany, Montenegro, Netherlands and Spain. In addition, she experienced teaching law in law schools and undergraduate forums, having taught International Business Law at Washington and Lee Law School, Lexington, VA.  Her areas of interest are: Media Law, EU Law, International Business Law, International Contract Law, and International Commercial Arbitration. 

She is the (co) author of monographs and significant number of articles in the scientific, professional international and national journals. 

 

Vladimir Savković, PhD (1977) is a full professor at the University of Montenegro Faculty Law, Vice-Dean for international and inter-institutional cooperation and the member of the Universtiy of Montenegro Senate.
Besides numerous scientific papers and book chapters, he published five law books as the sole author:
- EU Law of the Internal Market: Private Law Aspects, 2019 (in Montenegrin);
- Montenegro Contracts, Kluwer Law International, 2017 (in English);
- Montenegro Corporations & Partnerships, Kluwer Law International (2014) (in English);
- Basics of Law of Electronic Contracting, University of Montenegro, 2013 (in Montenegrin);
- Shareholder’s Derivative Suits, University of Montenegro, 2004 (in Montenegrin).

Most recent interests & activities:

In 2019, he served as the national legal expert for the IFC - International Finance Corporation (WB Group) - detailed assessment of Montenegrin regulatory framework for investments executed under Multi-Annual Action Plan on Regional Economic Area/Regional Investment Reform Agenda (RIRA) for the WB 6 countries.

In the period 2012 - 2018, he served as a member of the Government of Montenegro Group for Negotiations – main negotiating team of Montenegro in its ongoing accession negotiations with the EU. In this capacity he was in charge of leading negotiations (i.e. aligning Montenegrin legal and institutional framework with that of the EU) in following negotiations chapters: Chapter 3 - Right of establishment and freedom to provide services; Chapter 6 - Company law; Chapter 7 - Intellectual property law; Chapter 20 - Enterprise and industrial policy. He is still a member of the working groups for accession negotiations in chapters 3 and 6.

He is also serving as a lecturer at Montenegrin Judicial Training Centre, where he teaches EU and national company law to both future and current Montenegrin judges.

Until 2019, he served as a member of governing and a member of editing board for the “SEE | EU Cluster of Excellence in European and International Law” – international scientific project headed by Europa-Insitut Saarland University (other partners SEELS – South East European Law Schools Network and UoM Faculty of Law).

In November and December 2018, as GIZ international legal expert, he was assigned to prepare work plan and provide training for the Albanian Government working group established for commencing and conducting accession negotiations in Chapters 6 – Company law.

In the period 2015 – 2017, he served as national expert for EU and national company law – Expert support to Montenegrin Government (under the auspices of GIZ) in drafting and aligning new Montenegrin Law on Business organizations with EU company law provided to Government of Montenegro - Ministry of economy,

In 2015 and 2016, he served as expert witness for Montenegrin law in investment arbitration proceedings in Paris (under ICSID rules of arbitration) and Vienna (under UNCITRAL Rules of arbitration);

He was as visiting scholar at Europa Institut – Saarland, University Sophia Antipolis – Nice, University of Nebraska – USA, CEU – Budapest (Vienna), etc.

He served or still serves as a member of number working groups in charge of drafting new laws and otherwise aligning Montenegrin with EU’s legal and institutional framework.


Nikola Dožić, PhD, was born in Kolašin. He completed primary and secondary education in Podgorica. He graduated in 2003 at Faculty of Law in Podgorica.  He finished the master studies in 2010 and his PhD studies in 2014. 

He worked at the Securities Commission of the Republic of Montenegro, as an advisor in the Securities Market Control Sector, and as a teaching assistant at the Faculty of Law, Mediterranean University. 

From November 2012 to May 2018, he served as Secretary General of the Association of Lawyers of Montenegro. In December 2013, he was named Secretary of the Journal Legal Proceedings. From 2018 he is the Deputy Editor-in-Chief of the Journal Legal Proceedings.

Since February 2014, he works as a teaching assistant at the Faculty of Law of the University of Montenegro.

Since 2017 he is a member of the Centre for Young Scientists of the Montenegrin Academy of Sciences and Arts. From 2018 to July 2019, he was as Secretary of the CANU Centre for Young Scientists. In July 2019, he was elected President of CANU's Centre for Young Scientists and Artists.

Since 2017, he is a member of the Consumer Protection Council at the Ministry of Economy of the Government of Montenegro.

He has published scientific papers and articles in the field of legal science in international and national journals. He has participated in scientific projects, and at professional and scientific conferences in Montenegro and abroad. She is engaged in scientific research in various areas of business and civil law.

He is fluent in English language.

Ksenija Jovićević, MSc

Vladan Vujović, MSc

Vladan Vujović was born in Cetinje on the 21st of November 1988, where he finished elementary and secondary school. He is a Judicial Officer, a member of The Executive board of Chamber of Judicial Officers of Montenegro, and also a member of The Internal Control of Judicial Officers. In the past he worked as a Lawyer and a Partner in a Law Firm.

He graduated (BSC) from The Faculty of Law of the University of Montenegro in 2010, had his Postgraduate Studies (SPEC SCI) in 2011, and finished his Masters Degree exams in 2012 at the same university.

Also in 2012 he passed the State Licence Exam, and in 2013 he passed the Judicial Exam before the Supreme court and Ministry of Justice Commission. In 2014 he passed the Bar Exam, and in 2017 he passed the Exam for Judicial Officers before the Ministry of Justice Commission.

He participated in the development of the 2019 Public Enforcement Bulletin, participated in the founding and developing of the Balkan Enforcement Initiative, and many domestic and international conferences. He speaks English and Italian.

Marina Lutovac

I was born in 1958. My occupation is a lawyer, graduated on Faculty of Law in Podgorica, with a long term professional experience in the areas of development of laws, national strategies, action plans, standards in the area of mediation, judiciary and social protection. Namely, my first employment was in «Industriaimport» - Foreign Trade Company Podgorica, as a lawyer – legal representative for 18 years. After that I was engaged for 10 years in British non-governmental organization Save the Children - Programme in Montenegro, as a Child Protection Programme Manager –coordinator of different projects, such as „Fostering in Montenegro “and „Juvenile Justice “funded by DFID; „Family Law “, „Family Mediation in Montenegro “funded by CIDA, „Social and Child protection Reform in Montenegro“ funded by EAR; „Working together for children“ funded by EC; „Prevention of Child Trafficking“. For the next 9 years I have worked in OSCE Mission to Montenegro as a National Legal Officer. Additionally, I have 10 years working experience with NGO Children First on implementation and managing different projects in area of child protection, founded by EU, Norway Embassy and local state founder. My current position is Director of the Centre for Mediation of Montenegro. Also, I am a Co-author of Manual for Education of Mediators and editor of many publications on the topic of mediation and child protection, Mediator in Family Disputes, as well as a Trainer for Mediation. Regarding my additional skills and features, I would like to emphasize my excellent organizational skills, good communication and presentational skills, creativity, high responsibility, knowledge of English language (fluency in speaking), computer skills (Word, Excel, Internet), fundraising and advocacy skills and practice, established good contacts with media and ability to work as a part of a team as well as independently.

Ramiz Azizi, MSc

Ramiz Azizi is the President of the Basic Court of Gjilan Elected on 17.04.2018 by the Kosovo Judicial Council.

He graduated from the Law Faculty of the University of Prishtina in 1983, and finished Bar exam in 2002.

Azizi i'u attaches Judicial system in 2003, when he started working as a clerk for the District Court in Gjilan until 2004.

The next six years of his career he worked as a judge at the Municipal Minor offence Court , and from 2010 to 2012 was Chairman at the Municipal Court in Gjilan.

On 01.01.2013, the judge took office in Novo Brdo branch as a supervisor, while from July 2013 acting as a judge in the Basic Court in Gjilan.

Besides working in the judicial system, from 1983 to 1985 he worked as a teacher in the high school gymnasium ,, Zenel Hajdini '.

During 1987 he was secretary of elementary school ,, Zenel Hajdini '. Then from 1987 until 2002 he worked as the secretary-director of the Agricultural Cooperative ,, Malisheva '' Malisheve.

Bedri Peci, PhD

Prof. Bedri Peci is a Regular Professor at the Faculty of Law at the University of Prishtina, where he teaches subjects in the fields of financial law, tax law, budget law and international tax law at the bachelor, master and doctoral levels.

He has completed his undergraduate and postgraduate (Magistrature) studies at the University of Prishtina Faculty of Law with excellent success, while he has completed his doctoral studies at the University of Karl Franzens, Faculty of Management and Social Sciences - Institute of Public Economics, Graz, Austria, and the University of Prishtina. Prishtina, Faculty of Law, in the field of budget law (modular system). For the successes achieved during the basic studies in 1994 he was awarded by the University of Prishtina with the highest award "Distinguished Student".

His professional journey at the Faculty of Law Peci started as an assistant in the legal-financial field in 1997, and in 2018 he was elected a Regular Professor in a group of subjects in the field of financial law.

In addition to working at the Law Faculty of the University of Prishtina, Prof. Peci has attended several research, scientific and academic programs at universities outside Kosovo.

Currently, Prof. Peci is the Chair of the Juridical-Finance Department, a post he holds for a second time, and a member of the Doctoral Council of the University of Prishtina's Faculty of Law. elected by the Senate of this University.

Prof. Peci has been actively involved in many projects and drafting legislation in the field of finance and financial law, before and after the declaration of the Republic of Kosovo. She was a local expert within the Budget and Finance Committee in the Assembly of the Republic of Kosovo.

Elected by the Assembly of the Republic of Kosovo and decreed by the President of the Republic of Kosovo from 2014 until 2018, he has successfully served as Chairman of the Board of the Central Bank of Kosovo. From 2013 to 2018 he was the Chairman of the Audit Committee of the Central Bank of Kosovo. From March 2019 Prof. Peci is an associate of BIRN, responsible for public finance, tax law and fiscal policy analysis.

Since October 2019, Prof. Peci is member of Elsevier Advisory Panel. Elsevier is a global information analytics business specializing in science and health.

In June 2019 at the annual congress of the European Association of Tax Law Professors (EATLP) in Madrid, Spain, the General Assembly approved Prof. Pecin regular active members of it. The EATLP was established in 1999 at the Stockholm School of Economics with the aim of promoting teaching and academic research on international, domestic and comparative tax law at universities in Europe.

Since January 2010, a permanent associate at the International Bureau of Fiscal Documentation (IBFD) Amsterdam. Founded in 1938, the IBFD is the world's leading authority on international tax law studies and analysis.

Prof. Peci on October 17, 2014 received the International Crans Montana Forum Gold Medal in Geneva, Switzerland from the Crans Montana Forum at the 16th Session of the International Summit on "International Crime and Domestic and Global Security" organized by this Forum. This prestigious award was given in honor of his personal achievements and competence. In addition, this award is shared by the Crans Montana Forum's Board on World Public Affairs through a special decision recognizing successful achievements in favor of a more humane world.”

He is fluent in English and Serbo-Croatian.

Prof. Peci has published dozens of scientific papers, books and book chapters on various topics from Financial Law, Tax Law, Budget Law and International Tax Law.
