Activities

Consortium has planned to undertake following activities:

WP 1 PREPARATION - STATUS QUO ANALYSIS

This includes the preliminary activities necessary for the future project development such as preparation of the Status quo on Montenegrin and Kosovo legal clinics including a report on the regulatory framework on legal profession and status of free legal aid in Montenegro and Kosovo, which will be the basis for the future work. All of the professors will assess their individual legal clinics and will make a report on the assessment with the proposal of their involvement in the project. The project coordinator will organise a kick-off meeting in order to communicate a shared view of the project, ensure understanding of the approved project, and clarify next steps in producing the deliverables. This meeting will be used to form all the management and quality control bodies and procedures.

WP 2 DEVELOPMENT- EDUCATORS TRAINING

Study visits by the Montenegrin and Kosovo partners to other consortium members in order to exchange experiences and knowledge will be realized. Training and preparation of the academic and non-academic educators by the Program institutions - mentors, also be realized during the study visits, in order to improve their general teaching skills and level of comprehension and understanding of real client legal clinics work. Each of the study visit shall be concluded by the dissemination panel. Establishment of the BLACKBOARD type of educational system is envisioned. Teacher training for new software and if necessary new hardware use is envisioned as well. In this phase a guidebook for academic and professional community on best practices in conducting real client clinics in Montenegro will be created.

WP 3 DEVELOPMENT - EQUIPMENT ACQUISITION

Implementation of the real client legal clinics will require the acquisition of the new equipment to be used by the clinic staff and students involved in execution of the project. Training of the academic staff and future work at the clinics will require the acquisition of the law books in the field of EU law and other fields of national law. Acquisition of the BLACKBOARD type of educational system is envisioned.

WP 4 DEVELOPMENT -LEGAL CLINICS

After the completion of the trainings of all educators in the first year of the project, partner institution shall launch the pilot legal clinics in selected legal disciplines. The partners from the program countries will visit the legal clinics in Montenegro in order to provide their expertise in problem solving of both legal and organizational matters. Work at the clinics will follow steps of the proposed scheme described in the work package. Since the Commercial Clinic cannot be included into the previous scheme, the focus of this clinic would be on the identification of the candidates for the international moot court competitions in the field of commercial and international law, under Commercial Law Clinics, as well as to prepare the teams for the Frankfurt Investment Arbitration Law, Vis Moot Court Vienna, and Phillip Jessup Moot Court Competition, or provide help to start-up companies in company law or commercial law matters. This will provide students at the Commercial law clinic the opportunity to get necessary practical experience and improve their employability.

WP 5 QUALITY PLAN

Different aspects of quality assurance in this project will be monitored and controlled thru this WP. Quality of the project and its evaluation will be ensured by the activities of the Quality control board that will be formed on the first meeting of the partners. QCB will adopt a QC plan for quality assurance that will govern the activities of this body during and in between the meetings. Questionnaires related to the quality control will be developed by experts in coordination with QCB. Self-evaluation reports will be regularly sent to the QCB. Self-evaluation by consortium members will be done after every event organized by the consortium. A quality-review and evaluation meeting of the QCB will be held once a year and will result with an annual report. Project coordinator will ensure evaluation of the clinics by the students. At the end of the project year 2 and 3, the students will be asked to comment on the quality of their clinical education in a written survey. Since the first generation of students who will be involved in the legal clinics with real clients will finish their education in the last year of the project, the faculties will further track their carriers in order to check their aspects for employability. External quality control will be done during the second year of the project by a non-consortium member in order to check the quality of the activities that were conducted during the project so far, and present their opinion and advices for improvement of the clinics. All the expenditures during the project will be subject of the external audit at the end of the project.

WP 6 DISSEMINATION & EXPLOITATION

A specific project identity will be created in order to reinforce the project's external image and ensure a transversal coherence between all project communication channels. The web site will be designed to present the project, promote the legal clinics with all necessary information's, and host the electronic versions of all materials that are produced during the project. Brochure will be designed to promote the legal clinics to vulnerable groups and present relevant information's, and it will be distributed at all dissemination events, and also sent to schools, local, regional and national authorities via post and email lists. The local and national press and TV will be used for the project promotion. The project newsletter will be also regularly issued and distributed in printed form as well as thru the web site. Once a year an article will be published in the Montenegrin Law Review presenting current progress of the project. Project results will be promoted at events held at the local and national level.

WP 7 MANAGEMENT-COORDINATION AND REPORTING

The aim of this work package is the administration, coordination and implementation of the project. Also, this WP focuses on organising, planning and reporting, partnership meetings, internal communication, financial coordination and liaising with the EC. Activities will include: overall management of the project, project coordination, activities of the project management team, and project management meetings. MB will create a mid-term and final report.
