The Center for International Legal Cooperation (hereafter ‘CILC’) from Hague and the Faculty of Law of the University of Montenegro declare that they agree to cooperate in the Balkans Enforcement Strengthening Project (BESp, implemented by CILC) and to cooperate in the Legal Clinic for Vulnerable Groups: Enhancing the Employability of Law Students through Practical Education ENEMLOS project (implemented by the Faculty of Law of the University of Montenegro). The BESp project is financed under the Matra ‘government to government’ grant policy framework for the period 2020-2024. The ENEMLOS project is financed under the Erasmus + program capacity building in the field of higher education for the period 2019-2022. . The memorandum was signed by BESp Project Director Eva Erren, Dean Prof. dr Aneta Spaic and Project Coordinator ENEMLOS Prof. Dr. Biljana Djuricin.

The parties agree on the following potential areas for cooperation:

• Exchanging expert assistance related to strengthening the enforcement system and (financially) vulnerable groups.

• (Co-) organizing activities, such as workshops, roundtables, trainings and lectures, for instance with a focus on the ethical framework for enforcement and the application of soft enforcement tools for (financially) vulnerable groups.

• Joining efforts for the collection of data and other monitoring and evaluation methods, for instance with the help of students.

• Promoting each other’s and joint project objectives and activities, through project communication channels and media available in Montenegro.

This list is not intended to be exhaustive. The parties agree to keep an open mind towards other potential areas for cooperation and inform each other about opportunities for joining efforts to strengthen the enforcement system in Montenegro.
